  • Jerome G. Miller,Ph.D.
    Dr. Jerome G. Miller is co-founder and member of the board of NCIA and Clinical Director of the Augustus Institute for Mental Health – Virginia. He holds a doctorate in psychiatric social work and is recognized as one of the nation’s leading authorities on corrections and clinical work with violent juvenile and adult sex offenders.
  • Herbert J. Hoelter, MSW
    Herbert J. Hoelter is cofounder, chairman of the board, and chief executive officer of NCIA. Mr. Hoelter is recognized as one of the country’s leading experts in sentencing and the federal prison system and in developing alternative programs to incarceration.
  • Jayne Gessner
    Jayne Gessner joined NCIA in 1996 as director of human resources and became its first vice president in 2002. During Ms. Gessner’s tenure, the human resource department has grown from a two-person office to an 11-person team providing such support services as payroll, staff development & training, recruitment, and corporate compliance, to all departments and programs of the organization.
  • Kirk Larter, CPA
    Kirk Larter joined NCIA in 2005 as vice president for finance where he is responsible for the agency’s financial planning, general accounting, cash management, and financial reporting.
  • Larry G. Norris, Ed.D.
    Dr. Larry Norris brings over 33 years of experience in the field of education to his position as vice president and executive director of education and technology. Throughout his career, Dr. Norris has focused on special education and the needs of emotionally disturbed youth.
  • Thomas Pointer
    Thomas Pointer joined NCIA in 1990 and is a corporate vice president and executive director of the NCIA Adult programs.
  • Earl S. El-Amin
    Earl S. El-Amin rejoined NCIA in 2005 as executive director for the NCIA Youth Residential program and was responsible for managing 13 group homes and over 90 employees. Mr. El-Amin is currently the Vice-President for Program Development.
  • Lindsay M. Hayes, MS
    Lindsay Hayes began his employment as a research assistant with NCIA in 1978. He has been program director of the NCIA Jail Suicide Prevention and Liability Reduction program since 1980, and currently operates from an office in Mansfield, Massachusetts.
  • David C. Heebner, MA, LPC
    David Heebner is executive director of the NCIA Augustus Institute for Mental Health - Virginia, a nationally-recognized outpatient program for the treatment of sexual disorders.
  • Rodney Norris, MHS
    Rodney Norris joined NCIA in 1995 and is currently executive director of the NCIA Career Development Center. His areas of responsibility include operations, finance, and supervision, of the Career Development Center, which currently serves 120 clients and employs 50 staff.
  • Christine Pahigian
    Christine Pahigian joined NCIA in 1984 and is the director of its New York office for criminal justice services. She brings over 20 years of experience in the field of criminal justice providing federal and state sentencing advocacy and direct services in the private, non-profit sector, as well as in program and policy at the local government level.
  • Meredith Patti, Esquire
    Meredith Patti joined NCIA in 2002 after graduating from the George Mason University School of Law. Ms. Patti has extensive experience analyzing federal sentencing guidelines and statutes and interprets applicable case law to identify both errors in the government’s calculations and mitigating information that constitutes an appropriate basis for downward departure.
  • Thomas Scott, LCSW-C
    Tom Scott joined NCIA in 2004 as executive director of clinical services where he manages the mental health and nursing services of the NCIA Augustus Institute for Mental Health – Maryland.
