NCIA Jail Suicide Prevention and Liability Reduction Services is managed
and directed by Lindsay M. Hayes, a nationally recognized expert in
the field of suicide prevention in jail, prison, and juvenile facilities.
Mr. Hayes has directed the only four national studies in the area for
the U.S. Justice Department. In addition, he has authored model training
curricula on suicide prevention in both jails and juvenile facilities.
For over 25 years, Mr. Hayes has also served as a consultant in providing
staff training and program assessment/development services in the area
of suicide prevention in correctional facilities to various local and
state jurisdictions throughout the country. He also serves as a suicide
prevention consultant to the Special Litigation Section of the U.S.
Justice Department’s Civil Rights Division in its investigation
of conditions of confinement in various adult and juvenile correctional
facilities; serves as an expert consultant to court systems in the development
and monitoring of jail and juvenile suicide prevention programs; and
serves as a consultant to several state departments of correction and
state juvenile correctional agencies in the area of suicide prevention.
Further, Mr. Hayes serves as an expert witness/consultant in litigation
cases involving suicide in correctional facilities, and has been qualified
as an expert in both federal and state courts throughout the country.
As a result of research, technical assistance, and consultant work
in the area of suicide prevention in correctional facilities, Mr. Hayes
has reviewed and/or examined over 1,500 cases of suicide in jail, prison,
and juvenile facilities throughout the country during the past 20 years.
In 2001, he was presented with the National Commission on Correctional
Health Care’s Award of Excellence for outstanding contribution
in the field of suicide prevention.
