NCIA Celebrates 40th Anniversary

The National Center on Institutions and Alternatives (NCIA) is pleased to announce our 40th Anniversary of the founding of NCIA.  It was in June of 1977 that Dr. Jerry Miller and Herbert Hoelter incorporated NCIA as a non-profit organization, with the mission of developing quality programs and professional services for those persons who come into contact with the human service and correctional systems.

Based in Woodlawn, NCIA operates programs for individuals with intellectual disabilities, students with special needs, and a nationally recognized sentencing and criminal justice consulting service. Current and future development plans include vocational training for ex-offenders, the chronically unemployed, and homeless veterans.

“We are proud of our past and excited about future opportunities” said Herb Hoelter, NCIA’s Co-Founder and CEO. “We have over 600 dedicated employees in the Baltimore area working in our programs, and our potential for growth is strong.”
